ISO New England Releases Its 2017/2018 Winter Outlook
On November 30, ISO New England issued its winter outlook press release, noting that the “New England power system is expected to have the resources needed to meet consumer demand for electricity this winter.” However, the ISO also cautions that “power system operations could become challenging if demand is higher than projected, if the region loses a large generator or electricity import facility, or when natural gas pipeline constraints limit the fuel available to natural-gas-fired power plants. In those instances, the ISO could be required to implement special operating procedures to maintain reliability.”

The ISO forecasts peak demand, assuming normal winter temperatures of about 7 degrees Fahrenheit, of 21,197 MW. However, that demand could grow to 21,895 MW if extreme winter weather of 2°F occurs. For more information, visit the ISO Newswire.

Dominion Submits Confidential Financial Data
Dominion Energy Nuclear Connecticut, Inc. has submitted confidential financial data regarding its Millstone Power Station in response to data requests previously issued by the Department of Energy and Environmental Protection (DEEP) and the Public Utilities Regulatory Authority (PURA). The requests were issued as part of the DEEP and PURA Joint Proceeding to Implement the Governor’s Executive Order Number 59. The joint proceeding is examining the financial viability of the Millstone Power Station and exploring the potential for state-sponsored price support. A draft report is due from DEEP/PURA December 19, 2017.

On June 14, 2017, the Connecticut Power and Energy Society (CPES) hosted representatives from Connecticut-based gas utilities and an interstate pipeline company to provide an update on the natural gas expansion projects progressing in Connecticut and the larger New England region.  Gregg Therrien, Assistant Vice President of Concentric Energy Advisors and member of the CPES Board of Directors, moderated the panel discussion, which included remarks by:

Michael Dirrane provided an update on the interstate pipeline expansion projects completed and advancing in New England. Enbridge, a leader in the gathering, transportation, processing and storage of natural gas, merged with Spectra Energy on March 1, 2017, creating one of the largest energy infrastructure companies in North America. Dirrane is responsible for managing the commercial relationships between Enbridge pipelines in the Northeast, including the Algonquin Gas Transmission (AGT) pipeline system, and gas utilities in the region. He said that natural gas supplies from the Marcellus and Utica shale plays have been a “game changer” for the industry since they came on line in the 2010 timeframe. Today, six billion cubic feet of natural gas per day is supplied by the Marcellus and Utica shale formations, and this gas, he said, is being transported all across the country. Dirrane provided an update on the Algonquin Incremental Market (AIM) and Atlantic Bridge expansion projects. The AIM project, completed in January 2017, expanded the pipeline capacity of the existing AGT pipeline system by roughly 342,000 dekatherms of natural gas per day. The Atlantic Bridge project, scheduled for completion in 2018, is designed to provide additional capacity on both the AGT and Maritimes & Northeast pipeline systems.
 
Erik Robie discussed the key role the 2013 Comprehensive Energy Strategy (CES) has played in the expansion of the natural gas distribution system in Connecticut, calling it the “playbook” for gas utilities in the state. The CES, issued by the Connecticut Department of Energy and Environmental Protection in February 2013, made several recommendations to advance to the state’s vision for a cheaper, cleaner, and more reliable energy future. One of the central goals of the 2013 CES, Robie explained, was to increase customer choice by providing residents and businesses greater access to natural gas. The 2013 CES, and its enabling legislation passed in 2014, established new rate and cost-recovery mechanisms, among other tools, to help move natural gas expansion projects forward in Connecticut. Since the 2013 CES was issued, Connecticut Natural Gas and The Southern Connecticut Gas Company have added 153 miles of new main and supplied more than 34,000 new customers with natural gas. Their goal is to install 180 miles of new main by the end of 2017.
 
Chris Luca underscored the importance of the 2013 CES in the expansion of the natural gas distribution system in Connecticut. Luca also discussed the importance of working with municipalities to minimize the costs associated with permitting, policing the construction site, and restoring the site to its original condition after installing new pipeline. Luca highlighted the Ansonia residential expansion project, one of three major gas expansion projects for Eversource in 2016. The project involved 4.25 miles of new pipe and provided access to natural gas for more than 294 residential properties. Eversource’s communications strategy with the municipality and residents was key to the project’s success, Luca said.

CPES: Natural Gas Infrastructure Projects Serving Customers in Connecticut

On April 13, 2016, the Connecticut Power and Energy Society (CPES) heard from representatives of the natural gas industry on infrastructure projects progressing within Connecticut and throughout New England.

As background, moderator Stephen Leahy, Vice President of Policy & Analysis for the Northeast Gas Association, explained that there are five interstate natural gas pipelines serving New England: (1) the Algonquin Gas Transmission Pipeline, (2) the Tennessee Gas Pipeline, (3) the Iroquois Gas Transmission System, (4) the Portland Natural Gas Transmission System, and (5) the Maritimes and Northeast Pipeline. There are also several liquefied natural gas (LNG) facilities serving the region, including Distrigas in Everett, Massachusetts and Canaport in Saint John, New Brunswick.

Michael Dirrane, Director of Marketing for Spectra Energy, discussed the infrastructure projects in progress and proposed along the Algonquin and Maritimes transmission systems, including the Algonquin Incremental Market (AIM) project, the Atlantic Bridge project, and the Access Northeast project. According to Dirrane, the AIM project will add 20% more gas capacity to the Algonquin pipeline, enabling additional supplies of Marcellus Shale gas to reach customers in Connecticut. The project has an in-service date of November 2016.

Cynthia Armstrong, Director of Marketing & Business Development for Portland Natural Gas Transmission System (PNGTS), provided background on PNGTS, which began serving New England in 1999 and now consists of more than 300 miles of pipeline. She explained that PNGTS delivers gas into the Algonquin and Tennessee pipelines, back-feeding the region’s natural gas transmission system from the east.

Rob Perless, Project Development Manager for Iroquois Gas Transmission System, provided background on the Iroquois system, which commenced operations in 1991 and was designed to bring Canadian gas down to the New York and New England markets. Perless provided an update on the Constitution Pipeline project, which has faced significant regulatory delays in the State of New York. Perless also provided an update on the project Iroquois plans to submit in response to the Connecticut Department of Energy and Environmental Protection’s Request for Proposals (RFP) for natural gas expansion projects.

Gregg Therrien, Director of Gas Construction for Connecticut Natural Gas and The Southern Connecticut Gas Company, discussed expansion projects on the local gas distribution system in Connecticut. Many of these projects, he explained, were made possible by the 2013 Comprehensive Energy Strategy and legislation passed in 2014 to enable the recovery of costs associated with gas expansion projects over a 25-year period.

Christopher Luca, Program Manager of Gas Expansion for Eversource, discussed the Wilton, Connecticut expansion project, a 3.6-mile distribution system expansion project which began on August 1, 2014 and concluded on October 24, 2014. The project involved extensive community engagement to ensure construction met the Town’s desired timeline, particularly for a local school and the downtown business district. This project would not have been possible, Luca said, without the Comprehensive Energy Strategy and the legislation passed to implement it.
